This trick also can be done in Registry. But it is a risky way. It’s dangerous to directly edit Registry, because you might crash the computer or put it into a mass. Group Policy is a relatively safe way.

Firstly,
let’s call out the Group Policy Editor.

1.    In the search box in start menu, type gpedit.msc and press Enter.
2.    Press win key and r key together, type gpedit.msc in the text box and press Enter.
3.    Press Ctrl Shift and Esc together to call task manager, start a new task gpedit.msc.


Second, In Group Policy Editor, go to User Configuration/Windows Components/Internet Explorer.

1. Double click “Disable changing home page setting” in the right panel.Enable and set home page as about:blank.



2.Double click “Enforce full-screen mode” in the right panel and enable. And it’s all done, if you want the Internet Explorer back to normal, just edit the two keys above and set them as Not Configured. Hope this helps you.
